Milwaukee is the only place in Wisconsin where a city adds its own sales tax. The 2% City of Milwaukee tax took effect on January 1, 2024, the same day Milwaukee County's rate rose from 0.5% to 0.9%, according to the Wisconsin Department of Revenue. With the 5% state rate, a taxable sale inside the city comes to 7.9%.

The line that matters is the city limit, not the county line. Milwaukee County has other municipalities, and a store in one of them charges 5.9%: the state and county taxes without the city's 2%. If you have locations on both sides of that line, each one needs its own tax setting on its POS terminals.

Here's a fast check. A $50 taxable sale inside the city should show $3.95 in tax, and the same sale at a location elsewhere in the county should show $2.95. If either receipt shows $2.75, that terminal is still on the 5.5% county rate that applied through 2023.

Milwaukee's population was 562,407 in the Census Bureau's July 2025 estimate, 2.7% below the April 2020 base.

Wisconsin also protects cash discounts. Wis. Stat. 422.422 bars card issuers from stopping a merchant from offering one, which gives you a way to reward cash without adding a surcharge. Our cash discount program guide explains how that pricing works, and the Wisconsin page has the statute and the network surcharge rules.

Common questions

Why do Milwaukee and its suburbs charge different sales tax rates?

Because the City of Milwaukee is the only Wisconsin municipality with its own sales tax, 2% since January 1, 2024. Inside city limits the total is 7.9%. Elsewhere in Milwaukee County it's the 5% state rate plus the 0.9% county tax, or 5.9%.

When did Milwaukee's sales tax go up?

On January 1, 2024. That day the City of Milwaukee's 2% tax took effect and Milwaukee County's tax rose from 0.5% to 0.9%, according to the Wisconsin Department of Revenue. A terminal that was set up before then and never updated is still charging 5.5%.

Can a Milwaukee business give customers a discount for paying cash?

Yes. Wis. Stat. 422.422 says no card issuer may, by contract or otherwise, stop a merchant from offering a discount to customers who pay by cash, check or similar means. Show the cash price and the card price clearly. Our guide to dual pricing vs. surcharging compares the two approaches.

Do Milwaukee businesses follow different surcharge rules than the rest of Wisconsin?

Not at the state level. Wisconsin has no surcharge statute, so in Milwaukee, as elsewhere in the state, the card networks set the limits: up to 3% on Visa and 4% on Mastercard, capped at your cost, credit cards only, with notice before the sale and the amount on the receipt. Our surcharging program covers the setup.
