Credit card processing and merchant services in Montreal, QC
Montreal merchants can't pass card fees to customers, so the rate you pay matters more here. We price on interchange-plus and set up terminals that fit Quebec's billing rules.
In Montreal, as everywhere in Quebec, the first payment rule is short: no card fees. That holds for every merchant selling to consumers in a city of 1,762,949 people at the 2021 Census, and across a census metropolitan area of 4,291,732.
The Office de la protection du consommateur says merchants may not charge consumers a fee for paying by debit or credit card, and that telling the customer in advance doesn't make it legal. The only amounts you can add to the advertised price are those a law requires you to collect from the consumer for a public authority, such as sales tax. A "card fee" sign by the till won't rescue a surcharge in Montreal.
Restaurants carry a second set of rules. Under Revenu Québec's mandatory billing measures, restaurant operators have to record transactions with a certified sales recording system that communicates with the WEB-SRM, and hand every customer a bill produced by that system. Taxi services covered by the same measures must always give the passenger a bill. Before you add a payment terminal, confirm it works alongside your certified system rather than around it.
There's a language rule as well. Section 57 of the Charter of the French language requires invoices and receipts to be drawn up in French, so check the language settings on your terminals and invoicing software.
Since you can't recover card costs at the till, lower them at the source. We price on interchange-plus with no long-term contract, and a free statement review will show where your money goes. Province-wide details are on our Quebec page.

Common questions
Can a Montreal restaurant add a fee for credit card payments?
No. The Office de la protection du consommateur says you may not charge consumers any fee for paying by debit or credit card, and warning them first doesn't make the fee legal. If card costs are squeezing your margins, the fix is cheaper processing or menu prices that cover your costs, not a line on the bill.
Does my Montreal restaurant need a special system to take payments?
For billing, yes. Revenu Québec requires restaurant operators covered by its mandatory billing measures to use a certified sales recording system that communicates with the WEB-SRM, and to give every customer a bill produced by that system. Your card terminal works alongside that system, so confirm compatibility with your POS provider before you buy hardware.
Do receipts from my Montreal store have to be in French?
Yes. Section 57 of Quebec's Charter of the French language says invoices, receipts, acquittances and similar documents must be drawn up in French. Check the language settings on your card terminals, POS and invoicing software before you go live.
How can I lower my processing costs if I can't surcharge?
Find out exactly what you pay first. On interchange-plus pricing you see interchange and the processor's markup separately, so you know which one to negotiate. If your annual Visa sales are under $300,000 ($750,000 from October 24, 2026) or your Mastercard sales under $175,000, check that you're getting the lower small business interchange rates in effect since October 19, 2024.
