Credit card processing and merchant services in Longueuil, QC
If your Longueuil terminal suggests tips, Quebec requires the percentages to be calculated on the price before GST and QST. On a $60 bill, a 15% suggestion is $9.00, not $10.35.
Longueuil counted 254,483 residents at the 2021 Census, up 6.1% from 2016, which put it fifth in Quebec by population among census subdivisions. For restaurants, cafes, salons and anyone else whose customers tip, the terminal setting most likely to need a second look is the tip screen.
The Office de la protection du consommateur says a merchant who suggests tip amounts on a payment terminal has to calculate the percentages on the price before GST and QST. The screen must also give the customer a way to enter their own amount, and all of the options have to be presented the same way, without nudging anyone toward one of them.
Here's what that looks like on a $60 bill. The 5% GST adds $3.00 and the 9.975% QST adds $5.99, so the customer sees $68.99. A 15% tip suggestion has to read $9.00, worked out on the $60. A terminal that still calculates on the taxed total would suggest $10.35 instead, and that's the setting to change.
Card fees are a separate question with a short answer. Quebec bars any fee for paying by debit or credit card, and the OPC says warning customers first doesn't make one legal. Whatever you pay to accept cards comes out of your margin, so you should know exactly what that is.
We price on interchange-plus, with interchange passed through at cost and our markup on its own line, and there's no long-term contract. Our POS terminals take Interac, Visa, Mastercard, Apple Pay and Google Pay, and your dedicated rep can go through the tip settings with you before you go live. Common questions
Does the tip rule apply to my Longueuil salon, or only to restaurants?
It isn't limited to restaurants. The OPC's rule covers any merchant that suggests tip amounts to consumers on a payment terminal, so a salon or a spa is in the same position as a dining room. If your screen shows percentages, they have to be based on the price before GST and QST. If you don't suggest tips at all, there's nothing to recalculate.
What has to be on the tip screen?
The suggested amounts, plus an option for the customer to enter their own, and nothing that pushes one choice over another. The OPC says the amounts and the custom option must be presented uniformly. A highlighted 'recommended' button or a custom option tucked away in small print works against that, so check how your terminal lays out the screen as well as the percentages.
Can a Longueuil business add a fee for paying by card?
No. Quebec prohibits charging consumers any fee for paying by debit or credit card, and the Office de la protection du consommateur says telling them in advance doesn't make it legal. Interac is included, so the acquirer-applied debit fee that Interac allows in other provinces isn't available here. Lowering what you pay is the way to protect your margin.
What does a $45 sale come to with GST and QST?
$51.74. The 5% GST is $2.25, and the 9.975% QST is $4.49, because Revenu Québec calculates the QST on the selling price excluding the GST. If your POS shows $4.71 of QST on that sale, it's charging QST on the GST as well, and the tax settings need fixing.
