Credit card processing and merchant services in Cape Breton, NS
Most sales in the Cape Breton Regional Municipality carry 14% HST, yet a $40 pair of children's boots should ring up with $2.00 of tax, because Nova Scotia rebates its share at the till.
This page is about the Cape Breton Regional Municipality, or CBRM, the second-largest municipality in Nova Scotia. Statistics Canada counted 93,694 residents there in 2021, 0.6% fewer than in 2016, while the province as a whole grew 5.0%.
Most of what a CBRM shop sells carries 14% HST, Nova Scotia's rate since April 1, 2025. A short list of items doesn't. The province rebates its 9% share of the HST at the till on books, children's clothing and footwear, and children's diapers, so the customer pays the 5% GST alone. On a $40 pair of children's boots, that's $2.00 of tax, not $5.60. Give those items their own tax code, then ring a test sale before you open.
Credit card surcharges are allowed in Nova Scotia within Visa and Mastercard's rules: credit cards only, no more than 2.4% or your cost of acceptance, and 30 days' notice before you start. Debit is another matter. You can't add your own fee to Interac Debit, and Interac caps a surcharge fee applied by your acquirer at $0.25. Interac puts the cost of a debit transaction at around 10 cents, so there's little to recover anyway.
Fee increases come with rights. Under the Code of Conduct for the Payment Card Industry in Canada, your processor has to tell you 30 to 60 calendar days before a new or higher fee takes effect, and you can leave without penalty if you give notice within 70 calendar days after it does. Read those notices when they arrive.
We work with businesses across the CBRM remotely, each with a dedicated rep, interchange-plus pricing, no long-term contract and no cancellation fees. A free statement review shows what you pay now, the Nova Scotia page has the provincial rules, and our Halifax page covers that city.

Common questions
Does this page cover all of Cape Breton Island?
It's written for the Cape Breton Regional Municipality, which Statistics Canada counted at 93,694 people in 2021. Nova Scotia's HST, its point-of-sale rebates and the card network surcharge rules apply the same way elsewhere on the island, so most of it holds for businesses outside the CBRM too.
What HST rate does a CBRM business charge?
14%. Nova Scotia cut its HST from 15% on April 1, 2025, by lowering the provincial part to 9%, and the federal 5% stayed the same. Rebated items such as books and children's clothing carry only the GST. If an old terminal profile or invoice template still says 15%, fix it before your next sale.
How do I ring up a rebated item like children's boots?
Put it in a tax category that charges the 5% GST only. A $40 pair of children's boots should show $2.00 of tax, while a $40 adult item shows $5.60 at 14%. Use the same category for books and children's diapers, and test a mixed sale before your first busy day.
Can I charge a fee when CBRM customers pay with Interac?
Only through your acquirer, and only up to $0.25. Interac's fee page bars merchants from adding a surcharge to Interac Debit on their own, and Visa Debit and Debit Mastercard are off limits for surcharges altogether. With Interac putting a debit transaction at around 10 cents, a fee rarely seems worth the friction at the counter. Our guide to Interac fees breaks down the costs.
My processor is raising a fee. What can I do?
Start with two dates: when the notice reached you and when the change takes effect. The Code of Conduct for the Payment Card Industry in Canada requires 30 to 60 calendar days' warning, and from the effective date you have 70 calendar days to give notice and leave without penalty. Our Code of Conduct guide covers the rest.
