Stockton asks for its paperwork before your first sale. The city requires a business tax certificate, and it says that covers businesses run from a home, self-employed people and independent contractors too. If you sell taxable merchandise, the state's seller's permit is a separate registration on top of that.

Don't let the certificate lapse. Licenses renew every year, and the city charges late penalties of 15% of the tax due for each month, up to 60%. Doing business without the required license can add another 25%. Each business location needs its own certificate, and on top of an annual registration tax, the business tax may be a flat amount, a mill tax, or both, depending on what you do.

Then there's sales tax. CDTFA's rates operative October 1, 2026 list Stockton at 9.00%, a quarter point above Sacramento at 8.75% and well above Fresno at 8.35%. A $500 sale carries $45 in tax. If you sell at events or do jobs in other cities, look up each address with CDTFA, because the rate follows the place of sale.

The Census Bureau's July 2025 estimate put Stockton at 324,597 residents, 1.2% above its 2020 base of 320,777.

Common questions

Do I need a Stockton business license if I work from home?

Yes. The city's business license FAQ says businesses operated from a home also need a business tax certificate, and the city says self-employed people and independent contractors pay the business tax as well. Businesses in the city are also asked to check zoning and permit requirements with its Permit Center.

What happens if I pay my Stockton business tax late?

The city charges a late penalty of 15% of the tax due for each month it's late, up to a maximum of 60%. Operating without the required license can add a 25% penalty on top. Certificates renew every year, and payment is due within 30 days of the expiration date.

What sales tax rate applies in Stockton?

9.00% inside the city, according to CDTFA's rates operative October 1, 2026. That's a quarter point above Sacramento's 8.75%. If you sell outside Stockton, at a market or a customer's home in another city, use the rate for that address from CDTFA's lookup.

Is a Stockton business tax certificate the same as a seller's permit?

No. The certificate is the city's business tax registration. A seller's permit is a state requirement for businesses that sell taxable merchandise, and the city notes it's a separate requirement. A Stockton retailer usually needs both before the first sale.
