Credit card processing and merchant services in Worcester, MA

Worcester businesses can't add a credit card surcharge and must take cash at retail counters. Online, the Attorney General's fee rules require the full price before a customer hands over personal details.

Worcester had an estimated 213,862 residents on July 1, 2025, up 3.6% from the Census Bureau's 2020 base. Whatever you sell them, one Massachusetts law sets the terms for card costs. Chapter 140D, Sec. 28A says no seller may impose a surcharge on a cardholder who pays by credit card instead of cash, check or similar means, so a 3% card fee at a Worcester register is off the table.

The same section protects the alternative. Card issuers can't stop a seller from offering a discount for cash or check, which makes the lawful setup a regular price that covers your card costs and a lower price for paying cash. The difference is direction. A surcharge goes on top of the regular price, and a discount comes off it.

Selling online brings in the Attorney General's junk fee regulations, 940 CMR 38.00, enforced since September 2, 2025. You have to show the total price, including mandatory fees, whenever you present a price and before you ask for personal information. A web store or booking page that adds a fee on its last screen needs fixing. Our online payments include hosted checkout and gateway integration, with AVS, CVV checks and velocity rules screening for fraud.

Retail counters have to take cash as well. Chapter 255D, Sec. 10A requires every retail establishment to accept legal tender when a buyer offers it.

On tax, taxable goods carry the 6.25% state rate. Restaurant meals are taxed at 6.25% too, plus a 0.75% local excise in cities and towns that have adopted it, so confirm Worcester's status with the Department of Revenue before you set a meals rate.

The Massachusetts page has the statutes, and our Boston page covers restaurant pricing in the capital. With a card fee ruled out, paying less to process is the lever left: interchange-plus pricing shows each one, and a free statement review tells you what your cards cost now.

Common questions

Can a Worcester business pass card fees on to customers?

Not as a surcharge. Massachusetts law says no seller may impose a surcharge on a customer who pays by credit card instead of cash, check or similar means. You can set prices that cover your card costs and offer a discount to people who pay with cash or a check, and card issuers aren't allowed to stop you from doing that.

How is a cash discount different from a card surcharge?

It runs the other way. A surcharge adds an amount to the regular price when someone pays by credit card, and Massachusetts bans that. A discount takes an amount off the regular price when someone pays cash or by check, and Chapter 140D, Sec. 28A protects it. Post the regular price as the price, and present the cash price as the reduction.

Do the junk fee rules apply to a Worcester online store?

Yes. Since September 2, 2025, 940 CMR 38.00 has required the total price, including mandatory fees, whenever a price is presented and before you ask for personal information. You must also disclose the nature, purpose and amount of other charges and whether they're optional. A service fee that appears only at the last step of checkout deserves a second look.

Can a Worcester shop go cashless?

No. Under Chapter 255D, Sec. 10A, a retail establishment can't require a buyer to use credit and must accept legal tender when it's offered. Plan for cash at every in-person checkout, and make sure staff know not to turn it away.

What sales tax does a Worcester business collect?

6.25% on taxable goods, the Massachusetts sales tax rate. Restaurant meals are taxed at 6.25% too, plus a 0.75% local option meals excise in any city or town that has adopted it, for 7% there. Confirm Worcester's status with the Department of Revenue before you set up a meals tax code.
