Credit card processing and merchant services in Warren, MI
Warren stores rang up $2.23 billion in retail sales in 2022, and Michigan's 6% is the only sales tax rate they need. That leaves card processing costs as the place to find margin.
Tax setup for a Warren store takes one line. Michigan's Department of Treasury says no city or other local unit in the state can levy a sales or use tax, so you charge the state's 6% on taxable sales and nothing else.
That makes card costs the bigger lever. Warren's population dipped to 137,138 in the Census Bureau's July 1, 2025 estimate, 1.6% below its April 2020 base, but the 2022 Economic Census still counted $2.23 billion in retail sales and $392.7 million in accommodation and food services sales inside city limits.
Debit is a good place to start. When a customer pays with a debit card from a bank with $10 billion or more in assets, the Federal Reserve's Regulation II caps the issuer's interchange at 21 cents plus 0.05% of the sale, plus a 1 cent fraud-prevention adjustment. On a $40 grocery run, that's 24 cents. A flat-rate plan charges its usual percentage on that same debit tap, so the saving stays with the processor. On interchange-plus, you keep it.
Surcharges won't touch that debit volume anyway. Michigan's Attorney General says no state law restricts credit or debit card surcharges, but Visa and Mastercard forbid them on debit and prepaid cards and cap credit card surcharges at 3% and 4%, never above your cost. Our guide to debit card processing fees runs the numbers for three kinds of business.

Common questions
What sales tax does a Warren store charge?
6% on taxable sales and nothing more. Michigan's Department of Treasury says no city or other local unit may levy a sales or use tax, so Warren has no local rate to add, and the same setting works at a second store anywhere in the state.
How much interchange does a Warren business pay on a debit card sale?
For a debit card from a bank with $10 billion or more in assets, Regulation II caps interchange at 21 cents plus 0.05% of the sale, plus 1 cent for fraud prevention: 24 cents on a $40 sale. Cards from smaller banks aren't covered by the cap and usually cost more. Network fees and your processor's markup come on top.
Can a Warren store add a fee to debit card payments?
No. Michigan law doesn't stop it, according to the Attorney General, but Visa and Mastercard both prohibit surcharges on debit and prepaid cards, even when a debit card is run as credit. A credit card surcharge is allowed within the networks' 3% and 4% caps and your cost, with notice before the sale.
Does interchange-plus help a Warren store where most customers pay by debit?
Usually. On interchange-plus, the low regulated debit interchange, 24 cents on a $40 sale with a large bank's card, passes through at cost with our markup shown separately. On a flat-rate plan, that sale costs the same percentage as any other card. Our Durbin Amendment guide explains the cap.
