Credit card processing and merchant services in Syracuse, NY
Syracuse sales carry Onondaga County's 8% combined rate, but eligible clothing and shoes under $110 are taxed at 4%. A register with one rate for everything gets one of the two wrong.
Onondaga County's combined sales tax rate is 8%, according to Publication 718, the Department of Taxation and Finance's rate list effective March 1, 2025. That's New York's 4% state rate plus 4% local, and it's what a Syracuse register charges on most taxable sales. Rochester's Monroe County is also at 8%, while Buffalo's Erie County is at 8.75%.
Clothing is where Syracuse retailers get caught. New York exempts eligible clothing and footwear under $110 from the state's 4%, and some counties drop their local tax on those items as well. Onondaga isn't one of them. Publication 718-C, the clothing and footwear list with the same March 1, 2025 effective date, puts the county's rate at 4%. So a $60 pair of boots takes $2.40 in tax, and a $60 lamp takes $4.80. If your POS uses one rate for everything, it's overcharging on every eligible shirt and shoe.
Two state laws decide how you take payment. A seller that surcharges credit cards has to post the total card price, and General Business Law Sec. 518 caps the surcharge at what the card company charges you. Since March 2026, food stores and retail establishments must also accept cash, although they can turn down bills larger than $20. The New York page has both laws, their sources and the rest of the exceptions.
The Census Bureau estimated Syracuse's population at 144,896 on July 1, 2025, down about 2.5% from its 2020 base. Processing is one cost you can cut without touching your prices. Interchange-plus pricing puts the card networks' charges and our margin on separate lines, and a free statement review shows what each card type costs you today. In New York, that cost is also the ceiling on any surcharge you add.

Common questions
What sales tax rate does a Syracuse business charge?
8% on most taxable sales, Onondaga County's combined rate in Publication 718 (effective March 1, 2025): New York's 4% plus 4% local. Eligible clothing and footwear under $110 is the exception, taxed at 4% because the state portion doesn't apply to it. Check the current edition of both rate lists before a new location opens.
Why does a Syracuse clothing store need two tax rates?
New York exempts eligible clothing and footwear under $110 from its 4% state tax, but Onondaga County still charges its 4% local tax on those items, according to Publication 718-C. Shirts and shoes under the limit take 4%, and most other taxable goods take 8%. A single rate in your POS gets one group wrong on every sale.
Can a Syracuse store refuse a $50 or $100 bill?
Yes. New York's cash law, General Business Law Sec. 396-ii, lets a food store or retail establishment refuse cash bills larger than $20. It still has to take cash in smaller bills and can't charge cash customers more than card customers. A store with a qualifying fee-free cash-to-prepaid-card machine is exempt from the rule.
Can my Syracuse shop add a card fee at checkout?
Only if the customer sees the total card price before paying. General Business Law Sec. 518 requires the card price, surcharge included, to be posted, and the surcharge can't exceed what the card company charges you. Under the Department of State's guidance, a fee that first shows up on the receipt doesn't comply. Debit and prepaid cards can't carry a surcharge at your Syracuse shop under Visa and Mastercard rules.
Is Onondaga County's rate the same as Rochester's and Buffalo's?
Rochester's, yes: Monroe County is also at 8% in Publication 718. Buffalo's Erie County is higher, at 8.75%. If you run stores in more than one of these cities, give each county its own general rate, and check how each treats clothing. Our Rochester and Buffalo pages cover their rates.
