Sparks and Reno sit in the same county and charge the same sales tax. The Department of Taxation's county map lists Washoe County at 8.265%, in effect since April 1, 2017, and 0.54 points of that rate fund school facilities under a ballot initiative. On a $60 sale in Sparks, the tax comes to $4.96.

Licensing is where the two cities part ways. The City of Sparks says its business license applies to businesses operating within city limits, and it counts both businesses with a commercial location in Sparks and those that travel into the city to do business or provide services. A Reno landscaper with one client in Sparks falls in the second group. Going the other direction, Reno's own license code applies, and our Reno page covers it.

Two more details from the City are easy to miss. Renting or leasing commercial or industrial property, or more than ten residential units, counts as business activity. And under SMC 5.04.020, hobbies and side income stay outside the definition while gross receipts don't top $1,000 a year. When you apply, have your State of Nevada Business Registration done first, because the City asks for it before the local license.

Nevada has no surcharge statute that we've found, so the Attorney General's 2020 consumer alert and the card networks set the terms: post the fee where customers enter and pay, itemize it on the receipt, keep it at or under your cost, and leave debit cards out. The sources are on our Nevada page.

The Census Bureau estimated Sparks at 111,902 residents on July 1, 2025, up 3.2% from its April 2020 base. For work done at a customer's door, mobile payments take the card on the spot, and a free statement review shows what each of those payments costs you now.

Rules that matter in Sparks

City of Sparks business licenses

The City of Sparks says its business license requirement applies to businesses operating within city limits. That includes businesses with a commercial location in Sparks and businesses that travel into the city to conduct business or provide services. Renting or leasing commercial or industrial property, or more than ten separate residential units, also counts as business activity, while hobbies and side income with gross receipts of $1,000 a year or less fall outside the definition in SMC 5.04.020.

All applicants must file for a State of Nevada Business Registration before applying for the City license.

Common questions

Does a Reno business need a Sparks license for jobs in Sparks?

If it travels into Sparks to do business or provide services, plan on it. The City of Sparks says its license covers those businesses as well as ones with a commercial location in the city. Reno's code separately makes it unlawful to do business in Reno without the licenses it requires, so a contractor working in both cities may need both.

Do landlords need a business license in Sparks?

Some do. The City of Sparks treats renting or leasing commercial or industrial property, or more than ten separate residential units, as business activity that needs a license. If you collect rent from those tenants by card or payment link, have the license in place before the first payment.

How much can a Sparks side business earn before it needs a license?

Not much. Under SMC 5.04.020, the City leaves hobbies and side income out of its definition of business while gross receipts stay at $1,000 a year or less. Past that, expect to need a license, and register with the State of Nevada first, since the City asks for the state business registration before you apply.

What sales tax does a Sparks business charge?

Washoe County's 8.265%, which the Department of Taxation's county map shows in effect since April 1, 2017. Reno businesses charge the same rate, and 0.54% of it goes to school facilities. Clark County, home to Las Vegas and Henderson, is higher at 8.375%, so a business selling in both regions needs a separate rate for each.

Can a Sparks shop add a credit card surcharge?

Nevada law allows one as far as we can find, since no statute caps or bans card surcharges. The Attorney General's 2020 alert expects signs at the entrance and point of sale, the fee itemized on the receipt and kept at or below your cost. Visa caps it at 3% and Mastercard at 4%, debit and prepaid cards are off limits, and Visa wants 30 days' notice to your acquirer.
