Credit card processing and merchant services in Lubbock, TX
Lubbock's 8.25% sales tax is state, city and county tax only, with no transit authority share. For coffee shops and counters ringing up small tickets, per-transaction fees are the cost to watch.
Lubbock is one of three Texas cities on our list with a county sales tax in its total. The Comptroller's current rate data shows 1.5% for the City of Lubbock and 0.5% for Lubbock County. Add the 6.25% state rate and you're at 8.25%, the Texas ceiling, with no transit authority share at all. El Paso and Laredo are the others.
The Census Bureau's July 2025 estimate put Lubbock at 273,071 residents. If you run a coffee shop, food truck or quick-service counter, your average ticket is small, and on small tickets the fixed part of a card fee does the damage. Take an $8 sale on a debit card from a large bank. Federal Regulation II caps interchange at 21 cents plus 0.05% of the sale, plus 1 cent for fraud prevention, which comes to about 22 cents. A hypothetical flat plan at 2.9% plus 30 cents would take about 53 cents on the same sale.
You can't close that gap with a fee. Texas bans debit card surcharges outright, Visa and Mastercard ban them too, and the state's credit card surcharge ban is still in the statute, narrowed by a 2018 court ruling but never repealed. Our Texas page has the detail. What you can change is the pricing model.
On interchange-plus pricing, that $8 debit sale costs its capped interchange plus network fees and a markup you can see on the statement. For counters and trucks, our mobile payments setup takes tap to pay on a phone or a mobile card reader. Common questions
Who gets the local share of the sales tax in Lubbock?
The City of Lubbock takes 1.5% and Lubbock County takes 0.5%, according to the Comptroller's current rate data. With the 6.25% state rate, that's 8.25%. Unlike Houston, Dallas or Austin, Lubbock has no transit authority tax in its total.
What does a small debit sale cost to accept in Lubbock?
For debit cards from banks with $10 billion or more in assets, Regulation II caps interchange at 21 cents plus 0.05% of the sale, plus a 1 cent fraud adjustment for qualifying issuers. On an $8 sale that is about 22 cents, before network fees and the processor markup. Cards from smaller banks are exempt from the cap and can cost more.
Can a Lubbock coffee shop add a fee for small card purchases?
Not on debit cards, which Texas bans from surcharges along with stored value cards. Texas's statute still contains the credit card surcharge ban, and the 2018 ruling shielded only fees that didn't exceed cost. A cash discount, which the statute's surcharge definition leaves out, is the lower-risk way to price for card costs. Our cash discount guide explains the setup.
Can I take cards at a Lubbock food truck or pop-up stand?
Yes. Tap to pay on a phone or a mobile card reader handles chip, tap and swipe away from a counter, and a wireless terminal works well at a fixed service window. Our mobile payments page covers the options, all on interchange-plus pricing with no long-term contract.
