Irving, TX

Credit card processing and merchant services in Irving, TX

Irving pays into the same Dallas MTA transit tax as Dallas and Plano. If your stores span those cities, set each location's tax from the Comptroller's tables, then check what you pay to take cards.

Irving's population has barely moved this decade. The Census Bureau's July 2025 estimate put it at 257,076, just 0.1% above the 2020 base. When the customer base holds steady, what you keep depends more on your costs, and card processing is a cost you can actually shop around.

Start with sales tax. Irving is a participating city in the Dallas MTA, the transit authority that has collected 1% since January 1, 1984, according to the Comptroller's transit tax list. Dallas, Plano, Garland and Richardson are on the same list. Texas caps local sales tax at 2% combined, so a sale in Irving can't carry more than 8.25%. If you run stores in more than one of these cities, look up each address on the Comptroller's city rate table instead of copying settings from one store to the next.

Then look at how you're billed. Some processors use tiered pricing, sorting sales into qualified, mid-qualified and non-qualified buckets under rules they write themselves. On interchange-plus pricing, each sale shows the card network's interchange with our markup on a separate line, so one month's statement lines up cleanly against the next. Our guide to tiered pricing shows how to tell which model you're on.

What you can pass on to customers is limited. Texas bans debit and stored value card surcharges outright, and its credit card ban is still in the statute; our Texas page explains where the 2018 ruling left it. Common questions

Is Irving part of the Dallas MTA transit tax?

Yes. The Comptroller lists Irving among the participating cities of the Dallas MTA, which has collected 1% since January 1, 1984. Because Texas caps all local sales taxes at 2% combined, an Irving sale can't go above 8.25%. Check the Comptroller's city rate table for the city's own share before you program a terminal.

How should I set sales tax if I have stores in Irving, Dallas and Plano?

Give each location its own tax setting. The Comptroller lists Dallas and Plano at 8.25%, each with 1% city tax and 1% for the Dallas MTA, and Irving pays into the same transit authority. Texas generally ties local tax to the seller's place of business, so each store charges the rate for its own address.

What is tiered pricing, and why are tiered statements hard to compare?

Tiered pricing sorts each sale into buckets, usually qualified, mid-qualified and non-qualified, using definitions the processor sets. Visa and Mastercard publish interchange categories, not those buckets, so one processor's 'qualified' rate may cover different sales than another's. Interchange-plus shows the actual interchange on each sale, with the markup listed separately.

Can an Irving business pass card fees on to its customers?

Only in narrow ways. Texas bans debit and stored value card surcharges, and Visa and Mastercard rules do too. The state's credit card surcharge ban is still in the statute, and a 2018 federal ruling protected only fees at or below cost. A cash discount sits outside the statute's definition of a surcharge, so it carries less risk.
